为防止或减缓船舶污染源对环境造成污染损害而制定的国际公约。是国际海事组织（IMO）通过的一系列保护环境和防止、减少、控制各类船舶排放，船舶溢油，船舶载运核材料及有害有毒物质泄漏，船舶倾倒废弃物，船舶压载水及沉积物，船舶有害防污底系统等的国际公约。
