环太湖大堤修筑前，太湖完全是自然湖泊。太湖流域的开发经历了自低山丘陵过渡到平原，进而进入环太湖区域的历程。水利对太湖流域历史、文化甚至自然环境影响深远。

长江流域兴水利、除水害的历史。长江是中国第一大河，干流全长6300余千米，居世界第三位。流经青海、西藏、云南、四川、重庆、湖北、湖南、江西、安徽、江苏和上海11省（自治区、直辖市），注入东海。一级支流有700多条，流域面积180.7万平方千米。和黄河比较，长江河道稳定，水量大，含沙量小。虽然历史上仍有洪灾（见荆江大堤），但多灌溉、航运之利。流域内人口4亿，耕地0.43亿公顷。自三国以后逐渐发展为中国主要的农业生产基地和经济区。《禹贡》中已载有大禹导岷江以至下游的江湖治理等传说。
