联合国会议和全球性国际渔业组织有关渔业的决议、宣言、行动计划和渔业管理文件的统称。与国际渔业条约相对应，国际渔业文件是自愿遵守不具有法律约束力的国际渔业指导性文件，但其中规定的一些原则、规则，通过各国或国际渔业组织的长期实践，则有可能成为有法律约束力的原则和规则。
