在空间和功能上同城市关联紧密，可供游览欣赏，能够改善城市景观环境的地区。例如，扬州蜀岗瘦西湖、杭州西湖、无锡太湖、昆明滇池等风景名胜区都是中国著名的城市风景名胜区。城市风景名胜区规划应单独编制，并符合国家法规规范要求。

在一定的区域内选择适于建设城市的位置、用地范围和发展备用地，是城市总体规划中的一项重要内容，在一定程度上决定着城市发展方向、拓展空间和功能布局，对城市建设的前期投入、未来发展和运营管理有着深远的影响。
